The focus is on the current draft of the Renewable Energy Expansion Acceleration Act (EABG), which is intended to open up new opportunities for municipalities to participate financially in wind power and photovoltaic projects in the future.

The article demonstrates why the successful implementation of the energy transition no longer depends solely on approval procedures, but above all on acceptance within the communities. The authors explain how so-called municipal agreements could be structured more flexibly in the future and why these instruments can play a decisive role in successfully implementing projects in collaboration with the public and local governments. At the same time, they highlight existing weaknesses in the draft bill and explain the areas where, in their view, legal improvements are still needed.
